The selection is based on final school grades or Swedish Scholastic Aptitude Test.

Course Aim
Completing the course, the student should be able to:
- Describe municipalities and their role in the political system
- Describe and discuss contemporary issues concerning local governance, control and local democracy.

Item 1
Democracy and municipal governance.
The development of municipal self- governance and present changes.
Municipal politics and administration.

Item 2
The relation between common, group-related and private interests.
Influences from the state and from the EU.
Investigation and control of the municipality and political and administrative evaluation.
The importance of modern information technology.

Each course occasion´s language and form is stated and appear on the course page on Luleå University of Technology's website.
Teaching consists of lectures and seminars. In item 2, the student will write a paper dealing with governance and control in some part of the municipality.

If there is a decision on special educational support, in accordance with the Guideline Student's rights and obligations at Luleå University of Technology, an adapted or alternative form of examination can be provided.
Take-home examination and assignments.

Students must register for the courses themselves or contact ETS educational administration, not later than three days after the quarter commences. Failure to do so can result in the place being lost. This rule also applies to students with a guaranteed place.
