Students provide municipal management with a basis for competence supply

An essay by five students in industrial economics at Luleå University of Technology states that some of the most important factors for highly educated people to settle in a municipality are an attractive housing market, tolerance towards migrants and LGBTQ individuals, good connections to an airport, low income tax as well as regional development opportunities. Furthermore, it is stated that Umeå succeeds better than Luleå in attracting highly educated people, despite the fact that both municipalities have similar conditions.
