Fee-Paying students
The Swedish Parliament has decided that students from countries outside the EU/EEA must pay both an application fee and a tuition fee when studying at Swedish universities and higher education institutions.
The rules are set out in the Ordinance (2010:543) on application and tuition fees at universities and higher education institutions. For the university, this means that some students are required to pay tuition fees.
The university has therefore developed guidelines for how tuition fees are to be managed.

New guidelines from 2026
The new guidelines will take effect on January 1, 2026.
Among other updates, it states that Luleå University of Technology will introduce a fee for refunds starting from January 1, 2026.
Until then, the current guideline remains in effect.
