Quantitative evaluation of business strategies in construction contracts – The case of Swedish Transport Administration
Swedish Transport Administration (STA) is one of Sweden’s largest public clients and has a significant influence on innovation, sustainability, and productivity in the infrastructure sector. This project aims to evaluate how the agency’s business strategies have affected project delivery and long-term societal outcomes.
Using a large-scale survey of both clients and contractors, the study examines how procurement, governance, collaboration, organization, and leadership influence project performance and broader outcomes such as innovation, sustainability, resource efficiency, and resilience.
The project is expected to generate new knowledge about how public procurement and business strategies can be used as strategic tools for transformation and sustainable development. The findings will support the continued development of STA’s business strategies and contribute to improved public-sector client competence.
