Normally, the University does not allow admission of doctoral students financed by scholarship; an employment shall always be considered in the first place.

The Head of Department decides on the admission of doctoral students. If the intention is that the doctoral student shall be financed by scholarships, a separate decision/exemption by the Vice-Chancellor is required. If there are special grounds, the Vice-Chancellor may allow such an exemption. The Vice-Chancellor decides on exemptions upon an application by the Head of Department and preparation by Human Resources.
