Appeals and Board of Appeal
Disciplinary board decisions (suspension due to cheating, disruptive behavior or violations) are appealed to the Administrative Court in Luleå. Other decisions that can be appealed are stated in the Higher Education Ordinance 12:2 p. 5 - 10, i.e. decisions about the education, such as admission, credit transfers, deferrals and study breaks, etc. Decisions in such cases are appealed to the Higher Education Appeals Board (ÖNH).
Appeals
Your appeal against a decision must be made in writing. In your letter, you should state which decision you are appealing against and how you want the decision to be changed. It is also important that you explain why this change should be made. You should sign the appeal and indicate your address, preferably including your telephone number and email address.
Where to send the appeal?
The letter should be addressed to the court or authority which, according to the appeal citation you receive, will examine the decision under appeal. You must send or submit the letter to the decision-making authority, i.e. Luleå University of Technology.

Handling of the appeal
When the appeal has been received by the university, the first step is to assess whether the appeal has been submitted in due time. In some cases, the university may also reconsider its decision. If the appeal has been received in time and if the review is not relevant, your appeal is submitted together with the documents in the case to the Administrative Court in Luleå or the Higher Education Appeals Board for review.
The Higher Education Appeals Board
The Higher Education Appeals Board (ÖNH) is a separate authority responsible for hearing appeals against certain decisions in the field of higher education.
The following decisions made at the university can be appealed to the Higher Education Appeals Board:
- Decisions that an applicant does not meet the eligibility requirements and decisions not to make exceptions to the eligibility requirements for admission to basic higher education.
- Decisions on credit transfer of a course.
- Refusal of a student's request for exemption from a compulsory course element
- Decision to withdraw resources for a doctoral student's doctoral education and decision that a doctoral student should not get the resources back.
- Refusal of a request to obtain a degree or diploma.
- Decision by a university or university college with the state, a municipality or a county council as principal on the grounds that the decision violates the prohibitions against discrimination or the prohibition against reprisals in the Discrimination Act.
